Properation Consultant Limited OÜ was incorporated in the Republic of Estonia on 12 February 2025 and is registered for VAT in Estonia (EE102832626). Our registered principal activity is computer programming (EMTAK 62101).
Many companies need cloud systems and data analytics but do not have an in-house engineering team, or the time to recruit, contract, and manage one. We close that gap. We act as the client's contractual counterparty and project lead: we agree the requirements and system design, engage and supervise a dedicated development team, verify the work every month, and hand over documented, working software.
We serve business clients internationally. Development is carried out by an established software development company in Taiwan with which we hold a written software development agreement.
What we are here to do
To give clients a single, accountable partner for their software and data projects, with clear scope, transparent monthly billing, and verified delivery, while giving them access to an experienced engineering team they could not easily engage on their own.

Manages requirements, schedule, quality, and client communication, and is responsible for delivery.

Performs the engineering work under a development agreement with Properation and is paid by us monthly, against timesheets and reviewed deliverables.
How we are organised
A registered EU company holds the contracts and the responsibility; a specialist engineering partner carries out development; clients work with one accountable counterparty wherever they are based.

Contracting, invoicing, intellectual-property assignment, legal and tax compliance, and settlement of payments are handled by Properation Consultant Limited OÜ as an Estonian company.

International — clients
We work with business clients on requirements, system design review, progress reporting, acceptance, and ongoing support.

Taiwan — development partner
Engineering is performed by a vetted software company in Taiwan under a written agreement covering confidentiality, quality, reporting, and assignment of IP.
How we work
Ownership of the result
We remain responsible to the client for every deliverable, whoever writes the code.
Contractual clarity
Scope, team, rates, and acceptance criteria are written down before work starts.
Verifiable work
Monthly source code, documentation, and timesheets support every invoice.
Lawful use only
We accept only projects that are lawful where the client operates and comply with the rules of connected platforms.
